US, Saudi civil nuclear agreement sparks proliferation concerns in West Asia

WASHINGTON, Jul 22 (INS): The US and Saudi Arabia have officially signed a
historic civilian nuclear cooperation deal.
According to the multi-billion-dollar, multi-decade energy partnership, US
companies will produce nuclear energy on Saudi soil rather than giving them
the technology to process uranium.
The deal was signed on Wednesday by US Energy Secretary Chris Wright and Saudi
Energy Minister Prince Abdulaziz bin Salman. It comprises a formal "123 Agreement"—required
under Section 123 of the US Atomic Energy Act—and a accompanying bilateral safeguards
framework.

The deal opens Saudi Arabia’s expanding energy grid to American nuclear firms
and technology, securing significant commercial footholds for US vendors.
The essential safeguards are bilateral US monitoring mechanisms.
The US will support the creation of a nuclear power program in Saudi Arabia.
And American companies will build the program in the kingdom, an official told
NBC News.
In effect, the landmark agreement with Saudi Arabia will provide the kingdom
with a civilian nuclear program
And potentially open the door to uranium enrichment in the kingdom’s territory,
according to US officials. So that it needs no imports of the nuclear material.
Processing of spent nuclear fuel will also be done inside Saudi Arabia.
The agreement is expected to be sent to the US Congress soon for approcal.
Safeguards agreement
Trump has obviuosly dropped his earlier condition that Saudis give diplomatic
recognition to Israel.
A "bilateral safeguards agreement" was also signed. "Together, these two agreements
(including a "bilateral safeguards agreement") lay the legal foundation for
a decades-long, multi-billion-dollar partnership that advances several priority
economic and strategic objectives, including nuclear nonproliferation," a US
Department of Energy statement said.
A Saudi statement said, it "represents an extension of existing co-operation
between the two countries in the energy sector."
An old ally of the US, Saudi Arabia may be allowed to enrich uranium on its
soil to produce fuel at a US-built enrichment facility, instead of relying on
imported fuel.
This involves business for the US worth billions of dollars, whose companies
will build a facility to produce enriched uranium, a fuel for power plants,
but that can also be used to make nuclear bombs.
This deal has started a debate over nuclear weapons proliferation in West Asia.

US Secretary of State Marco Rubio said "The US is not going to reach any agreement
with any country in the world that leads to the risk of proliferation."
Enrichment Clause and Key Safeguards Explained
The most significant—and controversial—aspect of the agreement is a provision
paving the way for potential domestic uranium enrichment on Saudi soil. Under
the terms, Washington and Riyadh will conduct a joint two-year feasibility study.
Should enrichment move forward, facilities would be strictly built, operated,
and controlled by US firms using proprietary American technology to prevent
weapons-grade diversion.
Trump signed a national security waiver, substituting standard International
Atomic Energy Agency (IAEA) Additional Protocol inspections with direct, bilateral
US inspection teams. US officials maintain that these measures enforce the highest
non-proliferation standards while modernizing the kingdom's grid.
Meanwhile, global non-proliferation analysts expressed alarm, warning that
assisting Riyadh with nuclear technology could ignite a broader regional nuclear
arms race.
The incident has triggered a debate on social media whether the officer refused to take orders from a party leader or he was accused of any corruption, some netizens justifying the handling in either case, that Ratnakar was blocking public welfare work! PROGNOSIS: It looks a Real New Trump is emerging - courageous, balanced, powerful and disinterested. Determined to save his country from the cliff, he has done quite a few draconian things that will reduce the burden of debts of the Federal entity, like the golden handshake, stopping senseless funding, pulling out of a worthless WHO. Shutting the Education Department is another. On the other hand, running it is also not the Centre's job either (We will convincingly elaborate it in the next chapter).
In India the scene is just the opposite. Centralisation is the core agenda and identity of the ruling dispensation without which it has no existence, or in other words, it exists for that set of schemes only. A realisation of this never dawned upon any Opposition party in 2014 or any time thereafter, what to talk of being able to see it coming 70 years ago! The terminations are part of a large-scale exercise going on all across Fed departments and organisations to reduce wasteful Government expenditure as decided by a Trump in a mess gone berserk, and improve administrative efficiency following the whims of billionaire and his associate Elon MusK and his DOGE. It has not been shared how terminations are going to raise the efficiency bar! It looks like Trump has stolen some of the prescriptions meant for India. But the American problems are quite different.
