'Recruited by Indian official, accused hired 'hitman' to kill Pannun'
The indictment signed by Damian Williams, the United States Attorney,
describes the official as "an identified Indian Govern-ment employee
("CC-1")" who "directed a plot to assassinate...", but was not named. He
recruited Gupta for the job.
The indictment included a photo of the advance payment made to the
"hitman" in a car by an associate of Nikhil Gupta in the Manhattan
borough of New York City on June 9.

NEW YORK, Nov 29: The US Federal prosecutors on Wednesday filed "murder-for-hire"
and murder-for-hire conspiracy charges against Indian national Nikhil Gupta
in the alleged plot to kill Pannun (Gurpatwant Singh Pannun), Sikh separatist leader and Sikhs for Justice founder, in New York City. However, Pannun is not named in
the indictment unsealed on Wednesday but was identified by American officials.
According to the charge sheet filed in New York's Manhattan southern district
court, Nikhil Gupta (52) agreed to pay $100,000 to a "hitman" to murder Pannun
but the "hitman" was in reality an undercover US security agent of the Federal
agency.
The indictment included a photo of the advance payment made to the "hitman"
in a car by an associate of Nikhil Gupta in the Manhattan borough of New York
City on June 9.
Gupta was detained in June in the Czech Republic and is awaiting extradition.
According to the charge sheet, Gupta was acting at the behest of an Indian
Government agency official, who described himself as “senior field officer”
with intelligence responsibilities and “directed the assassination plot from
India.” The official has been identified in the charge but not named. He recruited

As soon as it was known that an Indian official was leading the plot, the White
House had engaged “in direct conversations with the Indian Government at the
highest levels to express our concern,” Adrienne Watson, a spokeswoman for the
National Security Council, said Wednesday. President Biden himself raised the
issue directly with Prime Minister Narendra Modi when they met at the Group
of 20 summit in September.
Prosecutors said the Indian official gave Gupta Pannun’s home address, phone
numbers and other.
They said it resembled the June assassination in Canada (of Nijjar).
US prosecutors said Nijjar and Pannun were associates.
The "hitman" was told to carry out the murder “as soon as possible” but not
during the State visit of the India Prime Minister.
Pannun said in a statement that “The attempt on my life on American Soil is
the blatant case of India’s transnational terrorism which has become a challenge
to America’s sovereignty and threat to freedom of speech and democracy. If death
is the cost for running the Khalistan Referendum, I am willing to pay that price.”
The Indian Government set up a committeee to look into the US allegation on
November 18. The White House had said the US is "treating a reported plot to
kill a Sikh separatist on American soil with utmost seriousness" and had raised
the issue with the Indian Government "at the senior-most levels". A Financial
Times report on November 23 said US had foiled the Pannun murder plot and had
warned India.
The Indian Foreign Ministry statement said."We have already said that during
the course of discussions with the US on bilateral security cooperation, the
US side shared some inputs pertaining to nexus between organised criminals,
gun runners, terrorists and others. We had also indicated that India takes such
inputs seriously since they impinge on our national security interests as well,
and relevant departments were already examining the issue.''
"In this context, it is informed that on November 18, the Government of India
constituted a Committee to inquire into all the relevant aspects of the matter,"
the Ministry said.
Canada had in September levelled the allegation against India on the same lines
about Nijjar killing. Nijjar was the chief of the banned Khalistan Tiger Force
and one of India's most-wanted terrorists. He was killed in June in Canada.
Sikh separatist Gurpatwant Singh Pannun holds dual citizenship of the United
States and Canada.

Experts blame violation of the Visual Flying Rules (VFR) for most of the
chopper crashes in the mountains as the leading cause. VFR means fly only
visually - because of the lack of navigation aids in remote areas or unreliability
of GPS-like aids in hilly terrains or a remote manipulation of instruments
in cases of sabotage - as the topography plays havoc especially in the monsoon
(mid-June to September).
Even when VFR is followed, most crashes occur due to CFIT (Controlled Flight
into Terrain) - that is, everything else is OK but the aircraft collides with
hills or trees hidden by the clouds. This also occurs mostly in the monsoon.
On Tueday with Manang, the chopper was brand new, pilot was highly experienced.
But it hit an 'invisible' tree and then crashed against a hillside. This
CFIT occurred when the pilot tried to dodge patches of clouds even as he was
following the VFR.
Simply put, everyone knows flying in the hills during the monsoon is risky,
but the companies want to make more money in any which case. This type of
tragedy is very frequently invited in the Indian hill State of Uttarakhand
as well, where pilots are even made to fly without the mandatory rest.
