India-US civil aviation pact approved New Delhi: The Government today approved the signing of a Memorandum of Agreement (Umbrella Agreement) between India and the USA in the civil aviation sector. The US authorities had proposed the agreement with India, which provides for assistance by Federal of Aviation Authority (FAA) in developing and modernizing civil aviation information in managerial, operation and technical areas. Similar agreements have been signed by US with over 100 countries.
The proposed assistance essentially includes the following areas:- (i)Providing
technical and managerial expertise in developing, improving and operation
of civil aviation infrastructure, standards, procedures, policies, training
and equipment. (ii)Providing training for civil aviation personnel. (iii)Inspection
and calibration of civil aviation equipment for air navigation facility.
(iv)Providing resources, logistical support and equipment for air navigation.
(v)Assistance in airport certification in India. (vi)Assistance in the
field of helicopter, operational and safety initiatives. The agreement
is in the nature of a framework agreement, which would create enabling
provisions for seeking specific assistance from the Federal Aviation Authority
in the United States. The draft agreement was examined by the Ministry
of Civil Aviation in consultation with the DGCA, AAI, HAL, National Aerospace
Laboratory and ISRO in April 2005.
