Catch all stray dogs, put them in shelter, Supreme Court orders

NEW DELHI, Aug 11: Expressing concern over the rising incidence of rabies,
the Supreme Court ordered the civic authorities in the National Capital Territory
of Delhi on Monday to immediately catch stray dogs from all localities and put
them in shelters. The "situation is extremely grim," the apex court observed.
"All these animal activists, will they be able to bring back those who have
fallen prey to rabies? We need to make streets absolutely free of stray dogs,"
the bench said, adding that it won't allow any adoption of stray dogs either.
The apex court directed the civic authorities in the Delhi-NCR region comprising
the national Capital, Noida, Ghaziabad and Gurugram to immediately build dog
shelters, move stray dogs and update the court.
The Supreme Court bench of Justice JB Pardiwala and Justice R Mahadevan were
hearing the matter after taking suo motu note of a news report on rabies deaths.
Sterilisation and immunisation should be done at these centres. The court also
wanted CCTVs installed to see any dog escaping. Not a single stray dog should
be released from the dog shelters to the public, it ordered.
"Round up all stray dogs from all localities, whether sterilised or unsterilised,"
the court said, and added, that a helpline should be started by the civic authorities
to report any dog bites.
The court warned that if any individual or organisation obstructed implementation
of the order, they would face legal consequences.
"Infants and young children, not at any cost, should fall prey to rabies. The
action should inspire confidence that they can move freely without fear of being
bitten by stray dogs. No sentiments should be involved," the court said.
Solicitor General Tushar Mehta told the court, "We cannot sacrifice our children
just because of a few dog lovers."
A total of 49 rabies cases were reported in the national Capital in the first
six months of the current year. There were 35,198 cases of dog bites during
the period.
According to the World Health Organization, 60,000 lives are lost around the
world every year due to rabies. Of these, 36 per cent occurred in India.
Reacting to the court order, former Home Minister and Congress Rajya Sabha
MP P Chidambaram said in a post on X: ""The Supreme Court's directions on stray
dogs must be implemented in every city and town. It is not difficult to round
up stray dogs and put them in proper dog shelters. All that a town needs is
government or municipal land on the outskirts of a town; levelling the land
and fencing it; and putting the dogs in the enclosed space."

PROGNOSIS: It looks a Real New Trump is emerging - courageous, balanced, powerful and disinterested. Determined to save his country from the cliff, he has done quite a few draconian things that will reduce the burden of debts of the Federal entity, like the golden handshake, stopping senseless funding, pulling out of a worthless WHO. Shutting the Education Department is another. On the other hand, running it is also not the Centre's job either (We will convincingly elaborate it in the next chapter).
In India the scene is just the opposite. Centralisation is the core agenda and identity of the ruling dispensation without which it has no existence, or in other words, it exists for that set of schemes only. A realisation of this never dawned upon any Opposition party in 2014 or any time thereafter, what to talk of being able to see it coming 70 years ago! The terminations are part of a large-scale exercise going on all across Fed departments and organisations to reduce wasteful Government expenditure as decided by a Trump in a mess gone berserk, and improve administrative efficiency following the whims of billionaire and his associate Elon MusK and his DOGE. It has not been shared how terminations are going to raise the efficiency bar! It looks like Trump has stolen some of the prescriptions meant for India. But the American problems are quite different.

OPINION: A nutty 'new' Trump must know checking illegal immigration is his job and not theirs. And 'penalty' tariff is not a solution. However, Trump talking about "major threat" from "illegal aliens" (illegal immigration) is about what he believes, right or wrong, and to that extent he is genuine and honest; it is certainly not a pretension to prop up his political relevance. Bullies are always true to themselves. Look at India's crooked politicians shouting day in, day out to prove they are more patriotic, and to whip up public sentiments for them to ride on!
