lays foundation stone of thermal plant in Tripura

(Tripura): Prime Minister Manmohan Singh on Saturday laid
the foundation stone of the 750-MW thermal power project, the
Oil and Natural Gas Corporation's (ONGC) first ever commercially
based power plant in the country, at Palatana in South Tripura.
The project, which will be commissioned by the first quarter
of 2008, is the single biggest investment in the North-Eastern
region. Giving details about the project, ONGC Chairman-cum-Managing
Director Subir Raha told newsmen that the Rs. 4050-crore (890
million dollar) project (Co-generation waste heat recovery)
would be set up in collaboration with Infrastructure Leasing
and Financial Services (ILFS) and Tripura Government. Of the
Rs 4050 crores, Rs 1650 crores (142 million dollars) will be
spent to built 680-KM long transmission line to connect with
the national grid at Bongaigaon in Assam. Raha said that Uttar
Pradesh, Punjab, Haryana, Rajasthan, Madhya Pradesh, Assam,
Meghalaya and Tripura had already expressed willingness to purchase
power from this project called ONGC- Tripura Power Project (OTPC).
He said instead of continuously pursuing Bangladesh to agree
to piped transit of natural gas, power generation and wheeling
thereof to various power starved states in India appears more
prudent.
Following Tripura Chief Minister Manik Sarkar's demand,the union
government is considering to declare the power project as ''
mega project '' to get duty free for import of various equipment
and turbine for the project. Once the Centre declares this as
'' mega project '' the project cost will automatically be reduced,
he pointed out. An exclusive company called ONGC-Tripura Power
Company Private Limited, headed by Raha, was constituted to
supervise all aspects of the power project for which the ONGC
will spend Rs 750 crores (99 million dollars) for setting up
of three new Gas Gathering Stations and upgradation of existing
GGS. The state government has given about 200 acres of land
for the power project, which have already received various approval
of the union government including that of Forest and Environment
clearance. The Detailed Project Report (DPR) of the power plant
has been already prepared.
