by Ashok Dixit

New Delhi: When Prime Minister Dr. Manmohan Singh heads for Gleaneagles, Scotland on Air India One today (11.30 a.m.) to attend the crucial sixth summit of the Group of Eight (G-8) developed nations as a special invitee, he might use his three-day stay in Britain to project India's "Green Face" and update the international community on New Delhi's recent moves to promote the use of bio-mass energy in various sectors. The Indian delegation is expected to arrive in London at about 4 p.m. (GMT) (8.30 p.m. IST), and after an overnight stay, will proceed to Gleneagles on the morning of July 7. On arrival, the Prime Minister is expected to go into talks with leaders of the G-5 grouping -- India- Brazil, Mexico, China and South Africa before taking part in the G-8 deliberations. The groundwork for this visit from July 6 to 8 has already been laid with Foreign Secretary Shyam Saran having already communicated to his counterparts in foreign governments to consider the possibility of having

Briefing the media on Tuesday evening, Saran said that India's focus would primarily rest on the theme of global economy, climate change and sustainable development. He said that members of the G-5 -- India, Brazil, Mexico, China and South Africa -- would be meeting on the sidelines of the G-8 moot to come up with an action plan on both to energy and climate change issues. Emphasis, he added, would be put on projecting the viewpoints of developing countries to developed countries. Ellaborating, Saran said that as far the global economy issue was concerned , the G-5 would be insisting on giving due recognition to the importance of global growth of developing countries, and that developed nations should avoid protectionist measures. The resultant deliberations at Gleneagles hopefully would have a salutary effect on the WTO summit in Hong Kong in December, he added. Saran also placed emphasis on the need for developing countries to have larger supplies of energy and assured energy security. An effort would be made to reiterate that the responsibility for reducing greenhouse emissions rests with the developed countries, and that India was still of the view that this calamitious scenario would show no visual change for at least the next decade.

The Indian delegation at the summit would seek collaborative research and development effort for new technologies i.e. partnerships between the developed and developing nations. On the sidelines, Prime Minister Manmohan Singh is likely to have several bilateral meetings, out of which the one with British Prime Minister Tony Blair has been confirmed, he said. Some G-8 countries (which includes the USA, Britain, Germany, Italy, France, Canada and Japan, Russia), and several other associate members like South Africa, Mexico and Brazil, claim that India has the potential to emerge as a world-leader in the bio-mass sector.
