Education Ministry issues SOP for reopening of schools on Oct 15
As per the new guidelines, the States/UTs may adopt or adapt the Standard Operating Procedures (SoP) issued by the Ministry according to the local situation. The SOP included matters of health and hygiene so as to prevent transmission of coronavirus.

NEW DELHI, Oct 6: The Union Ministry of Education on Monday issued guidelines for reopening of schools on October 15 as the Unlock Phase 5 is on.

As per the new guidelines issued on Wednesday last by the Ministry of Home Affairs (MHA), further relaxing coronavirus lockdown restrictions for opening up of more activities like cinemas, theatres and multiplexes and schools, Standard Operating Procedures (SOP) were to be issued by the respective Ministries for the guidance of the State Governments.

As follow-up, the Ministry of Education, issuing the Standard Operating Procedures (SoP), said that the States/UTs may adopt or adapt them as per the local context and requirements.

“As per para -1 of MHA order no. 40-3/2020-DM-I(A) dated 30.09.2020 for reopening, States/UT Governments may take a decision in respect of the reopening of schools and coaching institutions after 15.10.2020 in a graded manner in consultation with the respective schools/institutions management and based on the local situation. For this purpose, States/UTs will prepare their own SOP regarding health and safety precaution for reopening of schools based on the SOP to the Ministry of Education, Government of India. States/UTs may adopt or adapt the SOP as per local context and requirements,” the guidelines read.

The guidelines have been prepared by the Department of School Education and Literacy (DoSEL). The schools which are allowed to open must follow the guideline prepared by States/UTs education departments based on SOP issued by the DoSEL, it said.

The SOP included matters of health and hygiene and safety like sanitisation of the premises, provision for hand wash, seating arrangements, transport, staggering of classes, physical distancing, wearing of mask and respiratory etiquette. The guidelines also stated that there will be flexibility in attendance norms and students may opt for online classes. The health protocols as advised by the Ministry of Health and Family Welfare will have to be followed. The SOP also mentions an alternative academic calendar.
