NEW DELHI, July 27: Three students of a reputed civil services study centre near Karol Bagh in Delhi drowned on Saturday evening as torrential rains flooded the roads waist deep and water blocked by collapsed sewers gushed inside quickly and filled the institute's basement used as a library where a large number of students were working.
